Job Description

Title: Program Manager

Location: Lilongwe, Malawi

Travel: Up to 50% (locally)

Reports to: Country Director

Duration: End February 2021


The European Union (EU) and the German Government have jointly commissioned GIZ Malawi to implement the Program KULIMA More Income and Employment in Rural Areas of Malawi (KULIMA MIERA), which aims to link small-scale producers, cooperatives and Micro, Small, and Medium Enterprises (MSMEs) to formal and structured marketing channels. The gained access to higher-value markets is expected to create an enabling environment for rural income and employment growth.

In this context, TechnoServe — a nonprofit organization developing business solutions to poverty — was selected to Implement the Strengthening Malawi’s Oilseed Value Chains Through the Private Sector Program, which seeks to support small and medium Malawian oilseed processors and their affiliated smallholder farmers with the aim to improve their businesses, their farms, and strengthen their linkages.

TechnoServe is looking fora Program Manager (PM) to lead the implementation of its Strengthening Malawi’s Oilseed Value Chains Through the Private Sector Program.

The Position

The Program Manager will manage and represent the TechnoServe/GIZ program in Malawi. Through strong leadership and technical support, the PM will lead the design, implementation, and supervision of all program activities. S/he will establish and maintain dose liaison with all program partners (in particular processors, farmers, and the donor), as well as with all relevant stakeholders (including private sector, government agencies, traditional authorities, and civil society) to facilitate program unfolding and results achievement.

Key Duties and Responsibilities

Program Management

  • Execute the program’s vision and objectives;
  • Design and implement detailed work plans to identify, prioritize, and sequence program activities for successful and timely delivery, and ensure mobilization of appropriate resources to deliver work plans;
  • Interact closely with all relevant program partners and stakeholders;
  • Recruit full-time program staff and consultants; Design and supervise their work;
  • Raise proactively key risks and issues of concern to the Country Director;
  • Monitor program budgets and approve program expenditures in accordance with budget and TechnoServe policies in cooperation with local and regional finance and admin managers.

Technical Assistance
  • Supply hands-on and specific advice to participating companies in the implementation of their development plan, including support in developing their up-stream and down-stream market linkages;
  • Provide guidance and knowledge to smallholder farmer groups and cooperatives on how to strengthen their ties to processors and Inputs providers, develop sustainable agriculture systems, and improve the viability of their farms.

Monitoring and Reporting
  • Define clear, tangible, and achievable program indicators and targets, in close collaboration with local and regional M&E colleagues;
  • Ensure appropriate systems and processes are in place to efficiently collect, analyze, and report on program data, in close collaboration with local and regional M&E staff;
  • Prepare progress reports in accordance with TechnoServe an GIZ policies; liaise and update donor regularly on program progress (at least bi-monthly).

Required Skills and Experience
  • Master’s Degree in Agronomy, Agriculture Economics, Agribusiness and/or related discipline. Any relevant combination of degrees would be a plus;
  • Demonstrated experience implementing agriculture development programs In Malawi or elsewhere for donors such as GIZ, DFID, USAID, World Bank, and/or Bill and Melinda Gates Foundation, or similar;
  • At least 6-8 years of experience in agriculture production and market development, preferably with knowledge in oilseed value chain development in Malawi and/or elsewhere;
  • Ability to engage and advise a broad range of stakeholders, including senior management of private sector companies, company professional staff, farmers at all levels, donor representatives, and others;
  • Ability to structure and manage complex tasks, including experience in work planning and activity budgeting;
  • Excellent networking and relationship-building skills;
  • Strong interpersonal and management skills, preferably with at least 3-5 years of project/program management experience;
  • Strong writing skills and proven ability to develop short and cohesive reports addressed to donors;
  • Willingness to travel domestically;
  • Good computer skills in Office software (Excel, Word, PowerPoint);
  • Excellent communication skills in written and spoken English;
  • Knowledge of Chichewa and/or Tumbuka will be a plus.
