Malawi is a priority for German International cooperation and currently focuses on three priority areas; education, health and private sector development in rural areas. In addition to our work on these areas, we also work on public financial and economic management and social protection.

GIZ is recruiting a Programme Officer FO Cycle.

Tasks Responsibilities

In the context of the KULIMA MIERA programme, the Programme Officer FO Cycle will ensure smooth implementation and oversight of project interventions, with a specific focus on the Farmer Organization Business Training and Coaching Cycle (FO Cycle). In this context, the responsibilities are as follows;

  • Further development, extension and (re)presentation of the FO Cycle
  • Select and contract service providers
  • Liaise with the implementing partners
  • Sustainability Delivery crucial data to the monitoring and communication units
Details of Tasks
  • Further development, extension and (re)presentation of the FO Cycle
  • Get acquainted with the FO Cycle as a capacity building process for farmer organizations’
  • Develop the FO Cycle further in close cooperation with the relevant institutions and partners
  • Align messages of FO Cycle with other organizations and partner needs
  • Test and adapt approaches and report back to the programme
  • Represent FO Cycle at various occasions and with various stakeholders.
  • Select and contract service providers
  • Steer and manage the selection of implementing partners
  • Oversee and coordinate the FO Cycle implementation by the different partners’
  • Assure the quality of training and coaching
  • Monitoring results for adaptation and further development of the FO Cycle Liaison with the implementing partners – Sustainability
  • In close collaboration with MIERA`s inclusive business and structures markets component
  • Establish, develop and nurture partnerships with private sector partners
  • Organize peer learning events and workshops together with implementing partners to strengthen inclusive business models
  • Pursue strategic linkages of smallholder farmers, their organizations and other rural enterprises to commercial ventures and structured markets
  • Engage strategically with partners at different levels with regard to project implementation
  • Assess capabilities of implementing partners to potentially implement the FO Cycle
  • Develop models for the capacity building of private partner organizations in FO Cycle methodology with the aim to hand over the tasks from GIZ to local partner organizations.
  • Deliver crucial data to the monitoring and communication units
  • Monitor progress of activities against the programme indicators and manage programme learning
  • Process and manage date and feed all crucial data to the monitoring system in close collaboration with the M&E unit of the programme
  • Document project activities, analyse progress and prepare reports as required • Collect success stories and feed relevant information to the communication unit.
  • The Officer will liaise with all officers within the programme to ensure a coordinated implementation of different activities as well as interventions.
  • The officer will perform other duties and tasks according to the instructions of the supervisor

Required qualifications, competences and experience

  • Qualifications Academic background - Minimum Bachelor in agricultural economy, rural development, adult education or similar.
  • Professional experience Multiple years’ work experience and a proven track record in any or all of the following fields:
  • Practical experience in the promotion of small-scale agribusiness and FO business development
  • Experience with adult learning principles and practical training experience.
  • Preferably experience with qualification of trainers.
  • Knowledge of mentoring and coaching concepts is desirable
  • Experience in concept development and presenting on different levels
  • Managerial skills including budget preparation and contract management
  • Good understanding of M&E concepts and tools
  • Strong analytical, networking, writing and communication skills
  • Team orientation, proactive and creative mindset, high level of problem solving skills
  • Ability to work independently and proactively, to collaborate efficiently and constructively with other colleagues
  • Ability to establish, develop and nurture partnerships with private sector partners
  • Proficiency in Microsoft Office.
