Job Description

Emmanuel International Malawi is a faith based organization working with rural communities in Malawi in Relief and Development since 1987. Emmanuel International Malawi is implementing Development Food Security Activities Project known as Titukulane Project, meaning (Let us work together for development). This Project is for five years and it will be implemented in Mangochi District. The Titukulane Project intends to focus on six program areas: Agriculture, Maternal and Child Health, Water Supply and Sanitation, Civil Society Disaster Readiness and Private Sector Productivity. The Project will both build capacities of women, men, girls and boys, and address systematic weaknesses that limit opportunities and reduce the likelihood of sustained outcomes. Applications are therefore welcome for the following vacant positions as follows:

Job Title: Grants Officer

Reports to: Finance Manager

Responsibilities

Fund Management and Administration

  • Assists the Finance Manager in planning and managing the implementation of the grant as well as the subsequent close out timeously.
  • Ensures compliance with regulations applicable to cooperative agreement all the time
  • Ensures accountability and compliance with Emmanuel International policies and procedures
  • Adopts, analyzes and reviews of Sub-recipient agreement timely
  • Ensures receipt and maintenance of all Sub—recipient agreements and supporting documents.
  • Maintains files of required financial compliance documentation; review documentation for potential issues; make recommendations to the Program Manager and the Senior Management Team for improvements and action to be taken.
  • Prepares monthly, quarterly and annual financial reports for internal and external customers as required. Finance/Budget Management and Budget Analysis
  • Supports the capacity of the Program Manager and Sector Coordinators to link budgeting and accurate budget management with program outputs. Verifies requisition for goods and services and payment re-quests. Prepares cash forecast for project based on Program’s cash forecast and work plans. Ensures that cash requests are consistent with agreement terms.
  • Establishes where necessary and to maintain, in co-operation with the finance team, effective systems to ensure that all expenditure is budgeted, reasonable, allocable, allowable and authorized
  • Monitors and validates advances to and liquidations from members of staff.
  • Prepares, in co-operation with program staff, budgets and revised budgets for the projects.
  • Monitors expenditure against budget and ensure action is taken to avoid exceeding budget.
  • Ensures that Emmanuel International budgets reflect any updates through the use of budget maintenance.
  • Keeps track of funds obligated-to-date by the donor at the times
  • Takes an active role in inventory planning and management all the times
  • Keeps records of all properties, inventories and fixed assets.

Qualifications
  • Bachelors of Accountancy Degree from a recognized University or part 2 ACCA or equivalent required
  • Demonstrated 5 year experience in USAID cooperative agreement or contract
  • Excellent written and oral communication skills required.
  • Proven in-depth knowledge of Malawi Laws/Acts, USG pot-ties and regulations
  • Strong management and decision-making skills, self-motivated, able to work independently and proactively.
  • Excellent organization and planning skills; detail-oriented, adaptable, flexible
  • Patience and perseverance in understanding and explaining issues with El staff
  • Excellent command in Microsoft Office Suite.
