BACKGROUND
The Government of Malawi and European Union signed a Financing Agreement to implement the Afikepo Nutrition Programme in Malawi under the 11th European Development Fund to the value of Euro 70 million from 2017 to 2025. The programme’s overall objective is to contribute to enhanced nutrition security of all Malawians particularly for achieving optimal nutrition for women of child bearing age, adolescent girls, infants and young children in ten selected districts through capacity building, advocacy and awareness raising. The districts are Chitipa, Karonga, Nkhatabay, Mzimba, Salima, Kasungu, Nkhotakota, Chiradzulu, Thyolo and Mulanje. The programme will be implemented by the Food and Agriculture Organization (FAO) of the United Nations (UN), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the Ministry of Health and Population, Department of Nutrition and HIV/AIDS (DNHA). The DNHA is the overall Coordinator of the programme. The coordination activities will be implemented jointly with other key sector ministries. In view of this, the DNHA established a Programme Management Unit to lead in the implementation of the programme coordination related activities which include the provision of technical assistance and ancillary tasks relating to planning, management, implementation, monitoring, reporting, procurement, and financial management.

Applications are invited from suitably qualified and interested Malawian citizens to fill the following position in the PMU.

POSITION: PROGRAMME COORDINATOR – GRADE 1 (1 Post).

The Programme Coordinator will report directly to the Imprest Adminstrator (IA). In conjunction with the Imprest Administrator, s/he will take lead in coordinating and supporting the project and the line ministries in the formulation, implementation and monitoring of interventions.

Qualifications and Experience

Aspiring applicants should ensure they possess the following:

Qualifications

  • Minimum: A Master's Degree in any of the following field; Nutrition, Human Nutrition, Public Health, Food Security, Food Science and Food Technology;
  • Fluency in both written and spoken English;

Skills
  • Training, mentoring and coaching;
  • Diplomacy, negotiation, networking and coordination skills;
  • Problem solving and analytical skills;
  • Excellent inter-personal and communication skills;
  • Excellent computer skills, especially word processing and spread sheets;
  • Good report writing skills;
  • Fluent in English.

Experience

Minimum: At least 5 years of relevant professional experience in the following:
  • Programme development and management of donor funded projects;
  • Demonstrable experience in participatory programme planning, appraisal of detailed activity proposals and management of complex programmes;
  • Knowledge and practical experience in budgeting of programme activities;
  • Team player and facilitator with ability to maintain cooperative working relations with implementing partners and varied stakeholders;
  • Ability to work under challenging conditions and manage multiple tasks;
  • Knowledge and practical experience in European Development Fund (EDF) procedures would be an added advantage;
  • Knowledge and practical experience with international policies related to food and nutrition security, as well as with EU development policy and European Commission (EC) development cooperation programmes;
  • Experience with the integrated approaches to food and nutrition security and the implementation of multi-sector nutrition programmes would be an advantage;


Main duties and Responsibilities

Under the overall supervision of Programme Estimate (PE) Imprest Administrator (IA) in close collaboration with the Imprest Accounting Officer (IAO), the Programme Coordinator will support:
  • Beneficiary Institutions to prepare detailed programme estimates that are consistent with the overall programme Financing Agreement;
  • Beneficiary Institutions to prepare detailed programme plans that are consistent with the overall programme estimate;
  • Support, appraise individual activity proposals/requests submitted for funding by Beneficiary Institutions and advise institutions on the improvement of such proposals as required;
  • Coordinate, supervise and ensure the timely implementation of the activities of the PE and ensure timely delivery of all PE programme results;
  • Provide overall secretariat services to the bi-annually Programme Steering and quarterly programme Technical Committee meetings, including minute taking and timely dissemination of minutes;
  • Monitor and follow up the beneficiaries’ implementation of their activities to ensure adherence to their schedules;
  • Provide training and mentoring to activity managers in the key institutions on issues related to the programme;
  • Organize specific technical and thematic meetings as required;
  • Produce quarterly and annual reports on activities;
  • Prepare programme visibility activities;
  • Represent the PMU in meetings/consultations with Beneficiary Institutions and other stakeholders in relation to Programme Estimate activity implementation;
  • Support the IA and IAO with the technical coordination and implementation of Long and Short Term Expert (LTE & STE) Missions;
  • Take measures to ensure the visibility of the EU financing;
  • Perform any other duties as assigned.

REMUNERATION
The Afikepo Programme will offer competitive packages commensurate with the qualifications and experience, in line with the EU approved salary scale for EU funded programmes.

CONTRACT PERIOD
The successful candidate(s) will be offered a one year contract subject to renewal based on performance..

The above position is located in the Programme Management Unit (PMU) at the Department of Nutrition, HIV and AIDS in Lilongwe.
