Job Description


The National Planning Commission (NPC) is an independent think tank that was established through an Act of Parliament in 2017. The Commission as an autonomous public institution is mandated to lead in medium and longterm national development planning and overseeing implementation of the plans. To this end, the specific functions of the Commission include: (i) identify Malawi’s socio-economic development priorities and formulate the national vision and strategy for social and economic goals taking into account the country’s resource potential and comparative advantage; ii) Oversee implementation of the long-term national vision and strategies and the medium-term development plans; (iii) formulate innovative and progressive flagship projects and programmes for implementation in line with the national vision and strategies for the country; (iv) identify and commission research on any matter the Commission deems relevant to the attainment of the objects of the National Planning Commission Act; (v) engage relevant individuals and institutions in all sectors of the economy in conduct of its functions under the National Planning Commission Act; (vi) appraise the State President and the National Assembly annually on the progress made with regard to the implementation of plans, programmes and projects; (vi) and perform any other functions in relation to national planning as the Commission may deem appropriate for achieving the purposes of the National Planning Commission Act.

In order to fulfill its mandate effectively and efficiently, an opportunity has risen as part of the institution setting up process to fill positions with qualified persons at its Head Office in Lilongwe. The Commission, therefore, invites applications for suitably qualified candidates to fill these positions.

These are highly demanding positions that require persons who have demonstrable capacity and qualifications towards making the Commission a Centre of Excellence in medium and long term national development planning and overseeing implementation of the plans. More importantly, the Commission seeks professionals that are motivated and enthusiastic about driving the new development narrative of moving away from the self-defeating poverty-reduction agenda that has characterized the country over the past decades towards the agenda of ‘spearheading wealth creation for all’

The following are the required personnel and work-related traits for the positions.



Under the direct supervision of the Director General, the key highlights of the position of the Senior Executive Assistant are as follows:

Key Duties and Key Responsibilities
  • Manage the Director General’s diary of appointments,
  • Make reservations for accommodation and any other conference requirements,
  • Receive telephone calls and take messages when Director General is unavailable,
  • Arrange for visitors appointments,
  • Direct visitors to relevant action officer,
  • Draft communication on behalf of the Director General for his/her signature,
  • Take minutes and draft reports of meetings of the Director General,
  • Opening, sorting and distributing mail and other correspondence accordingly,
  • Make travel arrangements for the Director General including Visa acquisitions,
  • Filing and record keeping of documents in the office of the Director General,
  • Operate Office machines such as photocopiers, fax and computers in serving the office of the Director General,

Minimum Academic and Professional Qualifications/Experience
  • Minimum of Degree in relevant areas such as Secretarial-related Studies relevant to supporting a busy office that interacts with high-level local and international dignitaries.
  • A minimum of 5 years practical experience in the relevant

Competencies and personal Attributes
  • Good written and spoken English;
  • Good interpersonal skills and courteous;
  • Ability to use various operating office machines and equipment;
  • Be computer literate in Microsoft Office package and ability to use the Internet.
  • Able to communicate effectively with people of different levels.
  • Willingness to work after normal working hours and during weekends where necessary.
  • Have a positive mind-set, motivation and enthusiasm on spearheading a ‘wealth creation for all’ agenda.
  • Have excellent oral and written communication skills; and
  • Be computer Literate.
