Job Description

The International Training and Education Center for Health (I-TECH) is a center in the University of Washington’s Department of Global Health that works in partnership with the University of California, San Francisco. I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens.  I-TECH Malawi provides technical assistance to the Malawi Ministry of Health and its partners to support human resource development, health systems strengthening, HIV care and treatment, and HIV surveillance for epidemic control.

I-TECH has been privileged to provide technical support to the Government of Malawi Ministry of Health (MoH), since 2008, through seconded senior Technical Assistants, Program Officers and Public Health Fellows.  The International Training and Education Center for Health (I-TECH) was established in 2002 at the University of Washington in Seattle.  I-TECH is funded by the U.S. Centers for Disease Control and Prevention’s Division of Global HIV and TB (CDC-DGHT) under the US President’s Emergency Plan for AIDS Relief (PEPFAR).

I-TECH Malawi wishes to recruit highly qualified and experienced person to fill the following position



The Laboratory Advisor will be responsible for the oversight and implementation of the HIVDR testing capacity, strengthening HIV related testing activities, and other lab related project activities. The Lab advisor will also ensure that work plan and timelines are is developed for each activity. He/she will work in collaboration with the NHRL Lab Manager and the Surveillance Technical Director, to provide technical leadership in laboratory system and ensure that the HIVDR lab meets international standards.

  • Provide oversight for implementation of HIVDR genotyping activities including support to the MOH&P.
  • Supervise and support development of Standard Operating Procedures (SOPs) for the implementation of all laboratory related procedures and other aspects including genotypic HIV drug resistance testing to comply to both national and internationally acceptable standards.
  • Train, mentor and supervise a team of laboratory officers, as well as assessing their competencies as needed
  • Conduct appraisals for junior staff and facilitate development of objectives to access and monitor productivity
  • Lead in development, implementation of QA/QC and standard operating procedures for the collection, processing and storage of study-related specimens for HIV recency, HIV RNA, and HIV DNA PCR for HIVDR studies;
  • To promote and foster safety practices and ensure a safe working environment√Ensure results are verified, and correctly captured in the study database
  • Assist with the interpretation of laboratory results from the HIV DR project.
  • Assist the lab team to develop strategies to ensure timely reporting of results to study participants;
  • Review laboratory reports provided by the laboratory team, and prepare regular progress reports
  • Represent NHRL in discussions with national stakeholders and advise on steps to be taken to strengthen local capacity on genotyping
  • Liaise with laboratory technical staff in Malawi and external partners on.
  • Participate in EQA and implementation of quality management systems (QMS) to propel for ISO 15189 attainment.

  • Advanced degree in Molecular Biology and/or related laboratory area.
  • Minimum 2 years of related experience in providing laboratory technical expertise in genetics
  • Experience with data analysis using statistical packages and bioinformatics skills.
  • Demonstrated experience in supervising and mentoring laboratory staff.
  • Demonstrated ability to communicate effectively with partners, staff, and colleagues with a high level of tact, diplomacy and confidentiality.
  • Experience using ABI analyser and has knowledge of trouble shooting the machine
  • Ability to prioritize, act independently, work under deadlines, and implement several tasks at once.

  • 5+ years of experience managing a clinical or research laboratory;
  • PhD in laboratory sciences, genetics√Skills in bioinformatics Training in QMS and understanding of Recognition and accreditation issues
  • Extensive knowledge and experience in design, implementation and management of laboratory services;
  • Knowledge/experience of procurement procedures and equipment/supply/stock tracking and inventory;
  • Experience with lab-related data management systems;
  • High level of proficiency in relevant computer applications, particularly MS Access
  • Excellent interpersonal, management, and communication skills.
